I cannot tell for sure.. but it sure looks like it, which, if it is, begs the question; who was riding the second horse? The gentleman (tongue in cheek by call him a g-man since his hand was up her skirt!) or maybe another lady who was not captured in the photograph? If there was anoher woman riding.. then where did the man come from?
my guess is he jumped out of a panelled van with no windows! snicker snicker...
